Download Files to Get The Android O Developer Preview
There are a few files you will need to download before you can install the Android O Developer Preview on your phone. The OS image is surely one file you need but you also need to get the Fastboot and adb files for your respective PC Operating systems. Check the links below;

Prepare Your Device to Get The Android O Developer Preview
Okay so now you need to enable developer options and USB debugging on your device. Bes sure, Your phone must be running Android 7 i.e. Nougat.

To enable developer options, you need to open the Settings app. Visit About Phone and Just tap the build number 7 times. By doing this, the developer options will be enabled.
In order to enable USB debugging, simply open the Settings app and visit Developer Options. Just Enable USB debugging.
You will also need to unlock the OEM on your phone. So Open the Settings app and go to Developer Options and enable OEM unlock.
Unlock Bootloader
Now, you have the fastboot and adb files installed on your system. Simply Hold down the Power and volume down button in order to boot your phone into Fastboot. Then connect it to your Desktop/PC via USB cable.
Try to Run this below command in Command Prompt.
fastboot flashing unlock
It will ask you if you want to unlock the bootloader, Just confirm it. Now use the volume keys in order to select an option, and you need to use the power button execute it.
Install Android O Developer Preview
Now, you will require the Android O Developer Preview image. Simply extract the zipped file and open the folder the image is in. Now hold down the Shift key and just right-click in an empty area. Then you will need to select ‘Open Command Prompt here’ from the context menu.

At this point, Your device should be still in Fastboot mode. It should be now connected to your Desktop via a USB cable.
Now in command prompt window, Just run the following commands.
fastboot devices
This will return the serial number of your phone.

flash-all
